Marine Insurance & Boat Loan Survey Requirements

Securing yacht insurance or financing a boat purchase almost always requires an independent Condition and Valuation (C&V) survey report. Understanding what underwriters look for—and why specific surveyor credentials are required—prevents delayed closings and policy binding refusals.

The Legal vs. Underwriting Reality

In the United States, marine surveying is an unlicensed profession under federal maritime law. Unlike maritime captains who must hold USCG master licenses, or real estate appraisers who must hold state board licenses, anyone can legally print business cards and offer "marine surveying services."

Because no legal barrier exists to protect consumers, private financial institutions and insurance syndicates (such as BoatUS/GEICO Marine, Markel American, Chubb, Travelers, and Lloyd's of London underwriters) have established strict internal underwriting guidelines. Major carriers universally require survey reports prepared by surveyors who hold verified, peer-reviewed designations from one of two premier professional bodies:

⚠️ Mandatory Qualifier on Accreditation & Underwriting

Holding SAMS AMS® or NAMS-CMS accreditation demonstrates that a surveyor has undergone peer review, verified field experience, and mandatory continuing education. However, holding accreditation does NOT guarantee acceptance by any particular insurer or lender. Each underwriter evaluates vessel age, survey findings, risk profile, and surveyor standing independently. Always verify that your chosen surveyor is acceptable to your specific insurer or lender prior to commissioning an inspection.

When Is a Marine Survey Required?

Underwriting triggers vary by insurance carrier, but surveys are commonly required in the following scenarios:

  1. Vessel Age Thresholds: Most marine underwriters mandate a full out-of-water survey once a boat reaches 10 to 15 years of age. For vessels over 20 years old, renewal surveys are frequently mandated every 3 to 5 years.
  2. Financed Purchases: Lenders require a C&V survey to establish the "Fair Market Value" and "Estimated Replacement Cost" before funding a marine loan. Lenders will not lend more than a percentage of the surveyed fair market value.
  3. High-Value Vessels: Yachts valued over $100,000 almost universally require an accredited survey, regardless of age.
  4. Major Hurricane / Risk Zones: In coastal Florida, the Gulf Coast, and the Caribbean, underwriters enforce more stringent survey requirements due to hurricane exposure.

Understanding Survey Findings: Mandatory vs. Advisory

Accredited SAMS and NAMS survey reports categorize findings in accordance with ABYC (American Boat and Yacht Council) and NFPA (National Fire Protection Association) standards:
